The PNJK Polyclinic & Diagnostic Center is the medical arm of the Philippine Nikkei Jin Kai, Inc. and its three (3) years in operation now. The aim and purpose of the Diagnostic Center is extend medical services in terms of laboratories services.

We cater our services to the Descendants, foreign nationals like Koreans, Americans, Chinese and also the Japanese who are permanent residents by providing quality health care services with affordable price.

Other than the laboratory services, we also conduct Medical Mission to some Barangays in Davao City with the cooperation of the Doctors who have clinics at the second and third floors of the Diagnostic Center. We also extend help to the victims of Bagyong Pablo particularly in Cateel, Barangay Alfonso, with the PNJK, Inc., Multi-Purpose Cooperative and Polyclinic staffs.

Every October during the Phil-Japan festival we also conduct a Medical Mission to the residents near our vicinity and to descendants as well. We do only FBS, Cholesterol and ECG services, Pedia and Diabetes examination. For Dental Services, tooth extraction is done with minimal charge to cover needed materials and anesthesia.

The Clinic assisted the Davao Consulate Office in their activity last October 31- November 01, 2012 with the Polyclinic as the venue of the Medical Outreach to the Japanese permanent residency in Davao City. A doctor and a nurse from Japan came over to personally reach out their fellow Japanese here in Davao. With the group was the Medical attaché of the Japanese Embassy in Manila in the person of Dr. Takahashi Kosugi and also Hon. Consul Kazuhiko Anzai, the proponent of the project.

After our meeting and election of officers last November 11, 2012 in Cebu city, I would have wanted all the elected officers of the Federation to have a courtesy meeting with Ambassador Toshinao Urabe at the Embassy of Japan in Manila. However, since the good Ambassador was scheduled to visit Davao last November 27, 2012, and in order that the Federation will be spared from the huge expenses that may entail, I was given a chance to have a fruitful meeting with him together with our corporate secretary Judge Antonina Escovilla at the Marco Polo Hotel here in Davao City. In attendance also during the said meeting were the two (2) consuls, Kazuhiko Anzai and Koichi Ibara. Ambassador Urabe gave valuable insights on how we should steer our organization, as reflected on the minutes that we just read.

On December 2012, Ms. Araceli Tan, our elected treasurer communicated with the Securities and Exchange Commission (SEC) in Cebu in order to verify the status of the Federation, as a juridical person. We were informed that no report was ever submitted to the SEC from the time that the Federation was registered until the present, be it general information sheet or GIS or financial statement or FS. Because of that, the record of the Federation is deemed deactivated or stricken off. Accordingly, if we activate our old file, we need to pay huge penalties for the number of years that we failed to submit the needed reports. This is therefore, one of the reasons why we are gathered today, because we need to activate our association not only words or in deed, but in paper as well. I hope that we will not end this GA without us having an active record or registration with SEC.

Last December 15, 2012, PNJK Davao and Manila Nippi joined hands in extending help to the victims of the Typhoon Pablo, the strongest typhoon that hit Mindanao last December 4, 2012. PNJK Davao in collaboration with Manila Nippi, JPVA and other Japanese friends, and our educational institution, the PNJK IS and MKD donated money and relief goods and conducted relief operation at the devastated areas particularly in New Bataan, Compostela Valley.

Last January 2013, during my visit to Manila, I was able to meet with some Federation Officials from Manila Nippi, namely, Mr. Stephen Buñi and Mrs. Araceli Tan. We discussed about our future plans for the Federation including the holding of the general assembly today.

Last February 23, 2013, the PNJK Davao and JPIC held a joint meeting here in the same venue. During the meeting, the President of JPIC, Mr. Hideo Ito, reiterated his commitment to extend his full support to the thrusts and goals of the Federation of Nikkei Jin Kai.

Having understood that the Federation is now operating with minimal funds and out of his generosity, he likewise proposed for financial help to the Federation in a form of contribution of 1 lapad or Y10,000 to be given to our association by every departing descendants who will be sponsored by any JPIC member-company. The contribution of 1 lapad per departing descendant from Davao was made effective immediately. On behalf of the Federation, I accepted the generous offer and thanked Mr. Ito unceasingly.

As of today, out of the many descendants from the Davao Chapter who left after our meeting last February 23, there is already an amount of P140,000 which is earmarked for the use of the Federation’s activities and project including our GA today. Let us all show our appreciation to JPIC under the leadership of Mr. Hideo Ito, who is represented today by Mr. Chokichi Hoshi, the Vice President, along with their efficient and trusted coordinator, Ms. Evelyn Obuchi.

The good news does not end there. As I mentioned in my opening remarks, the Philippine Nikkei Jin Kai Davao, in order to express its full support to the Federation, also donated an amount of P150,000 to be use as our seed money for our projects and to subsidize as well our expenses during our GA meeting.

With all the moral and financial support that are pouring in, I believe that we can achieve our goals and targets for the Federation and Members.

However, the challenge now is for all of us to move and produce results.

No support will ever continue to be given to us if we will just sit and wait for a dole out or charity from our friends and benefactors. Let us move now, aspire to stand on our own feet and feel proud of our legacy as officials of this organization of the Nikkei society.

I believe that we have pool of brilliant and talented officials here. Let us brainstorm together, map out a concrete plan for our association, and let us produce results every year. I strongly believe that if we will be successful in realizing our goals whether short-term or long term goals, then, support and cooperation from all sectors will continue to come.

I wish that during our two year term as officials of the Federation, we will be able to make our association bigger and better. May God bless us all.

More than two hundred Nikkei Jins gathered last May 19, 2013 at the PNJK-IS Gym to attend the Philippine Nikkei Jin Kai, Inc.’s 33rd General Assembly. Participants came as early as 7:00am, having travelled from places as far as Manila and Tagum.

With the theme “Achievement of PNJK in the Thirty-Three Years of Its Existence, A Showcase of our Contribution to the Progress of the Society, Now and Onward”, the goal of the General Assembly was to update the Nikkei Jins regarding the progress of the association, as well as its future plans. Members were also expected to elect qualified individuals into the Board of Directors that day.

The program, steered by the Masters of Ceremonies Mrs. Nelma Adachi and Mr. Felipe Hiquial Jr., began at exactly 9:00am. Mrs. Adelaida Panaguiton led the assembly in prayer. Several messages were delivered by speakers considered to be keys to the success of the organization; namely, Rev. Bernardo Fernandez Sr., Consul Koichi Ibara, Mr. Masataka Ajiro, Mr. Hideo Ito—whose speech was read by Mrs. Evelyn Obuchi in his behalf and Mrs. Ines Mallari. Words of congratulations flowed from each message, followed by a challenge to sustain the progress that PNJK has made over the last 33 years.

Several reports followed the opening messages. The first report was delivered by the association President, Retired Judge Antonina B. Escovilla. In her report she discussed mainly the number of Nikkei Jins that had been approved to go to Japan in the recent months. She also encouraged those who resided in Calinan to enroll their children into the PNJK-IS Calinan branch. Her report then gave way to Mrs. Carmen Apigo’s report on PNJK-IS Calinan. Mrs. Apigo, Administrator of the aforementioned school, highlighted the competitions the school’s achievements in the past year. Clear in the enthusiasm of her voice was the pride of an administrator who saw the slow, but steady growth of the new school.

From the report on PNJK-IS Calinan, Mrs. Ines P. Mallari, MKD President and PNJK-IS School Directress, took over to report about the two educational facilities. She happily informed the assembly that the MKD was already on its 11th year, while the PNJK-IS was on its 21st. Afterwards she gave statistics on the PNJK-IS’ student population, and declared to the assembly that soon enough they were going to construct a new building to meet the school’s growing studentry. It was also with great pride that she shared to the assembly that PNJK-IS had just recently been granted Level I status by the PAASCU, a prestigious title given to schools who perform exceptionally well. Thereafter, to her amazement, Mrs. Mallari was bestowed a plaque of appreciation by the Board for the time and effort she spent to achieve that status.

Two financial reports succeeded Mrs. Mallari. The first financial report was given by Mrs. Anita Iwamoto, Treasurer of PNJK Inc., while the second financial report was given by Mr. Rodrigo Suemitsu, PNJK Multi- purpose Cooperative Chair.

The last report was delivered by Mrs. Evelyn Obuchi, Liaison Officer of the Japan Philippine Industry Council. In her report she took the time to mention the families she called ‘loyalists’, people who remained faithful to their employer for at least three years. These families are: Yamaguchi-Tungkalan Family, Suemitsu-Ibanez Family, Hayashi-Villas Family, Yawaka-Mumar Family, Tsunashima Family, Nakagawa-Hiquial Family, Toyoda-Magallon Family and Kamiyama Family.

The general assembly ended with Mrs. Lucia Josol, COMELEC Chairman and PNJK-IS High School Head, explaining to the assembly that there was no need for an elections, as only eleven candidates were running for a position in the Board of Directors, and that since it was required to have eleven members in the Board, all that was needed was the ratification of the candidates.

It is interesting to note that for this assembly, an exceptional number of 2nd generation Japanese descendants was in attendance.

Year 2013 was indeed very competitive year for PNJK and JPIC because we were able to dispatch 119 descendants to Japan surpassing the 97 number of dispatched in 2012.

 Hopefully 2014 would also prove to be competitive. For the 1^st quarter, we were already able to dispatched 37 descendants.

 Japanese government still gives no visa fee for descendant being dispatched to Fukushima, Sendai and Iwate as a matter of fact, the government is inviting more descendants to go to the above mentioned places in Japan.

 Economic situation in Sendai and Fukushima is getting better and fast rising up. Construction works are seen everywhere which means more job opportunities both Japanese and foreigners.

 The 2017 Olympic will be held in Japan, and even as early as this year, Japan is very busy preparing for the up-coming Olympics. More workers and trainees will be required.

The President of PNJK Judge Antonina Escovilla and Federation president Ines Mallari together with yours truly visited the descendants under JPIC member companies on October 18 to November 2, 2013. Meetings and consultations were held at each corresponding companies.

President Escovilla encouraged the descendants to work harder and remain loyal to their companies and to PNJK.

On April 17-30 2014, I again visited the descendants in Japan for meetings and consultations. Most of the request from the descendants is for the application of certificate of Eligibility for their children and spouses.

 JPIC visited Typhoon Yolanda stricken areas like Tacloban, Iloilo and Cebu and Extended financial assistance to the victims especially to the descendants living in those areas.

JPIC also extended financial support to Zamboanga thru Zamboanga Nikkei Jin Kai.

 JPIC will continue to support PNJK, Inc. JPIC Scholars and Coconut Children Orphanage.
